Right to Education Hurdles in Implementation Essay The Right to Education Act brought in its wake a new hope for universalization of education in the country. The children of the underprivileged section of the society who were deprived of this basic right can now demand it as their fundamental right. This does not appear to be just our problem but a general one across the country. Even in West Bengal according to the article in Teacher Plus (February 2010 issue) `What a clean toilet can do†, out of 1. 04 crore children who enroll in class 1, only 14. 05 lakh make it to secondary school – a shocking 90% drop out! There is a dropout rate of 4% at the primary level, 19% between classes 6 and 8, and 50% at the high school level. So, barely 25% of those who enroll at the class 1 level get to class 10! If at the primary level the child’s foundation is so weak she cannot survive at higher levels. Central Government figures show that 12 million children are engaged in child labour and out of school. Starting April 1 education is the right of every child in India but the Right to Education Act has not made any specific provision to bring the child labourers back into regular school. Seven-year-old Anil Patel doesnt go to school. He works with his parents on a small piece of land 70 kms from Ahmedabad. His parents say they could not afford the school fee. Even if I decide to teach him, where will I fund his expenses from? asks Anils father Narsinh Patel. After the sowing season is over, the Patels move to Ahmedabad as migrant labourers for six months and take Anil with them. The seven-year-old doesnt know what hes missing out on. Having spent most of his life away from school he says he doesnt want to attend class. I dont want to go to school. The teachers used to beat me up, he says. Like Anil, Kakali Baidya was also denied the right to education. The 14-year-old was studying in class 1 when her family moved to Kolkata for work. The shift cost Kakali her education and the city made her a domestic help. The Right to Education Act which makes elementary education compulsory for 6-14 year old aims to better the lives of children. But what about those like Anil and Kakali and other children working as labourers, as domestic help? The government needs to recruit 20 lakh teachers to successfully implement the Right to Education Act, Union Human Resource Development Minister Kapil Sibal said on Monday. The implementation of the Act was a difficult task and the only solution would be to hire teachers even if they did not have the required qualification. by the end of the 11th [Five-Year] Plan, India will be fully connected with 22,000 colleges and 480 universities. We hope to connect all schools in a similar fashion by the end of the 12th Plan as well. Prime Minister Manmohan Singhs commitment to build 6,500 ‘model schools in backward areas; of these, 3,000 would be developed through public-private-partnership investment. 70 per cent of the workforce not having cleared the primary class exam and only 5-7 per cent having skills as opposed to 95 per cent in the developed world, advancement in human resource is the focal objective of the nation right now. With the human resource meltdown that is taking place globally, India holds the key to filling the huge demographic deficit by technically arming its people

What sparked WW1, How Did it End? World War I was a war that took place I Eastern Europe during the years of 1914- 1918. This war involved the countries of Austria-Hungary and Serbia. The Serbians sparked these wars. In 1912, several Balkan states attacked Turkey. This sparked wars over these lands. Economic tension was also present. As international tensions grew, the great powers expanded their armies and navies. This gave the possibility of wars emerging at any time. Fear of war also gave military leaders great influence. British and German generals and admirals received the respect of the people and funding to build their forces. Serbia also wanted a South Slav empire, at this they would not stop for. A terrorist group called the Black Hand planned to kill the Archduke of Hungary Francis Ferdinand who planned to visit Sarajevo. On June 28th Gavrilo Princip assassinated Francis. Since he was under 20 years of age he was not executed. Instead he was sentenced to life in prison. He died in 1918 of tuberculosis. This severely angered the Austrians. They issued the Serbians an ultimatum. In it Austria stated to avoid war Serbia must end all anti-Austrian agitation and punish any Serbian officials involved in the murder plot. It must even let Austria join the investigation. Serbia agreed to most of the terms in the treaty, but not all. On July 28th Austria declared war on Serbia. Austria might not have declared war on Serbia if not for its longtime ally, Germany. In Berlin, Kaiser William II was horrified at the assignation of Francis Ferdinand and advised Francis Joseph to take a stand against the Serbia and assured him of German support. Instead of urging restraint, Germany gave Austria a "blank check." Serbia sought support from Russia. From St. Petersburg Nicholas II telegraphed William II. The czar asked William to urge Austria to soften its demands on the ultimatum. When this plea failed, Russia began to mobilize its troops. Russia then appealed to its ally, France. In Paris, nationalists saw this as a chance to avenge Frances defeat in the Franco-Prussian War. Italy remained neutral while Britain had to decide whether they should back their ally, France or remain neutral. Germany then decided to join the Russians and quickly defeat France in order to avoid a war on both sides of the country. This was their biggest fear.

Freedom in 17th century America

During the 17th century in North America there existed several classes of people. Each class had their own varying of freedom. During this period North America rapidly evolved from an experiment of sorts to a powerful colony with a multicultural immigrant base. As the colony evolved so did the social structures of its people. Whether it was with women, Indians, indentured servants, slaves, puritans or property owners each class had their own distinct version of freedom. The backbone behind the growth of the American Colony was the labor force, which was necessary to harvest such rich and large farms and plantations.During the 17th century this labor force primarily composed of indentured servants and slaves. Many Englishmen came to the new world as indentured servants on seven-year deals where they worked to gain their place and freedom. While under contract they were treated similar to slaves of the time. Like slaves they could be acquired or sold as well as punished corporally. It wasn’t until the latter 17th century when laws were put into place to differentiate between indentured servants and slaves. These distinctions were largely based on race.Though slavery wasn’t nearly as widespread as the next two centuries it still had no bearing on a slave’s life. Slaves of in North America lived with absolutely no freedom whatsoever. Indian and women were two of the other restricted classes within 17th century Indian society. This timeframe was absolutely catastrophic for Indians across the board. The introduction of disease by the European influx of settlers had an apocalyptic effect on the population of the Indians. Many tribes sustained losses as heavy as 90% of their populace.While most Indians have individual freedoms within their specific tribes, as a whole their lands were being stolen and their very survival was at stake. While women in the colony certainly did suffer as badly from disease, that doesn’t mean life was rosy either. Based on the English common law of coverture, women couldn’t even individually own property if married. Essentially anything women owned was actually owned by their husbands by right. Along with not having the right to property they also did not have a right to vote, and were expected to be obedient in a male driven society.On the other end of the freedom spectrum from the aforementioned lie the Puritans and Landowners. While women in puritan society had a similar role as describe above, the men were closer to actual freedom. The men in good standing with their society could do what he practically wanted within the bounds of the puritan norm. However they rather took to persecution within the ranks. The most famous example being the Salem Witch Trials and the circumstances that led to one of the earliest women’s religious leaders Anne Hutchinson. Landowners, when it comes to freedom in the 17th century had the direct opposite experience of slaves.They could vote, earn , and own property at will. Many of our nations forefathers are descendants of these early landowners. Contrary to popular belief even the wealthy ones were more likely to be a hard worker with long hours than British gentlemen that most would imagine. The melting pot that is now modern North America had its roots sown in the 17th century. There were a great many classes of people seeking a new beginning either by choice or need. Whether they were indentured servants, slaves, women, Indians, puritans, or landowners each class had different grades of freedom in their life.
